Stage 1: open LP withdraw after dex is rebalanced.
Stage 2: open services including dex trading, cdp withdraw/repayment etc (but no borrowing, no liquidation), and other services such as token transfer after aUSD is re-collateralized and 3-4 days after Stage 1
Stage 3: enable cdp borrowing, liquidation and oracle 5-7 days after Stage 2
