Based on what I was able to review in the proposal, there are some things that are unclear.
They already have integrations with Polkadot, which they seem to have achieved with DeFi Bounty, however, there are no comments regarding this performance by Bounty.
Although it is already integrated, there are comments that it is not working entirely well.

The proposal states that the team wants "to let users buy or cash out any new project token and DOT straight from wallets & dApps", but it's not clear how these are going to be available outside the Vortex app. Is Vortex going to provide APIs? Or on-chain facilities? More technical clarification around this matter would be helpful for evaluation. Budgeting made in DOT is not very clear to me. The line items are possibly budgeted in fiat/stablecoins, therefore, the classical suggestion: please prefer a stablecoin request. I think we need more input from DeFi players of the ecosystem. The DeFi bounty could also be a good resource for this proposal. Nay under current conditions.
