[MS] DOT #1558 - Supporting the Launch of Polkadot Hub: Campaign to Onboard Web2 Developers in LATAM and Beyond
active
Description

https://polkadot.subsquare.io/referenda/1558

Polkadot is working to grow its developer base, especially in Latin America, by targeting Web2 developers interested in new areas. Weever (formerly WEB3DEV) has been helping Polkadot grow in Latin America through technical education and collaboration with the Polkadot Blockchain Academy. The goal is to make Polkadot more accessible to entry-level developers and prepare them to become long-term contributors to the ecosystem.

The proposal suggests a comprehensive onboarding journey to integrate Web2 and Web3 developers into Polkadot's Web3 ecosystem. This includes hands-on tutorials, activities, and content to build decentralized finance (DeFi) infrastructure from scratch. The plan is to migrate all existing EVM-focused content to Polkadot's Asset Hub and provide weekly livecoding sessions on Polkadot's official Discord for direct support.

The objectives of this initiative include deploying 5 applications on Westend via tutorials, onboarding 1,500 Web2 developers to Polkadot in Latin America, hosting an online hackathon, educating 500 developers on Polkadot governance and technology, updating EVM tutorials for the Asset Hub, and running weekly livecoding support sessions.

The core benefits of this initiative include opening Polkadot to Web2 newcomers, showcasing Polkadot's unique value, turning governance into a developer advantage, growing skills from novice to expert, and providing support to accelerate builder success. All content will be subtitled in Portuguese and Spanish and remain available online as a long-term resource.

The proposed budget for this initiative is $95,000, with allocations for hackathons, tutorial and content creation, social media reach, and operational costs. This initiative supports the Polkadot ecosystem by aligning with the Polkadot Hub Launch and the Polkadot Growth Strategy, focusing on onboarding Web2 developers and engaging Web3-experienced developers in Latin America over a 12-month period.

I am very excited to see teams wanting to build in Latin America; however, I have some doubts about the effectiveness of this proposal. 1. In the proposal they mention that they will be focused on Latin America and building in the Hispanic market, however, the whole team is located in Brazil / Portugal, so I personally believe that the team is strongly focused on the Portuguese speaking ecosystem and not so much on the Hispanic one. 2. The proposal I think sets quite high goals for the region. Onboarding 1500 new developers is an incredibly high number, not only for the region, but even on a global scale. 3. There are costs that I do not consider correct. They are proposing 34 thousand dollars nothing for social media content and production of tutorials, an amount that I consider excessive. All this makes me position myself in a NAY.

I see the value in the proposal, but there are concerns both voiced by Ezio in this comment, and the community on the referendum itself. I'm going to leave the decision to the people who are more experienced with the affairs of the region. I abstain.

I'd love to give this team a chance, given their PBA heritage and the fact they are promoting Polkadot Hub. My strong suggestion would be to gauge success based on how many projects are launched on Polkadot post-education and post-hackathon, not just how many graduates there are or hackathon participants.

I share the concerns raised by fellow DAO members as well as some of the comments, particularly asking after the deliverables from previous funds. Furthermore, while not being particularly familiar with LATAM region myself, it does seem like the proposal is heavily focused on Brazil instead of the wider region. While it seems like Brazil has an abundance of developers (more than the rest of the region combined it seems) due to it's population, the lack of representation from other regions is somewhat concerning. If the focus is to be mainly Brazil or Portuguese speaking communities, perhaps it would be better to reorient to proposal to better highlight that fact.
