Polkadot Hub needs a custom block explorer for PolkaVM smart contracts.
Etherscan-as-a-Service (EAAS) is proposed for integration to provide seamless tools for developers.
The integration will start on Westend Hub in 2025 and expand to Polkadot Hub.
The goal is to attract more developers and users to Polkadot Hub.
The project budget is $1 million USDC.
The integration will support both testnet (Westend Hub) and mainnet (Polkadot Hub).
The timeline for the project is from Q2 2025 to Q2 2026.

The need should be confirmed with the core teams. The offer should be confirmed with Etherscan by multiple parties/DAOs in the ecosystem. Then a multisig should be formed with multiple actors from multiple DAOs to oversee and report the delivery and payments. This proposal is not acceptable in its current form.

Etherscan is a premium product in this market, and it seems the cost is in line with public reports. On the flip side, I'm not sure if the Polkadot community is ready to sponsor closed-source software at this magnitude. Ultimately I'm voting yes because the timing is good and this will give plaza the best shot mid next year, but at the same time believe we should have another good-quality open-source alternative.
