This proposal makes rules for how people and computers vote in Polkadot's government.
It says everyone must be honest about who is making decisions.
Delegates (people who vote for others) must show their full voting chain.
They must explain why they vote the way they do.
Computers that vote must have humans watching them.
No one can hide who helps make decisions.
These rules help keep voting fair and trustworthy.
The rules start right away if people vote yes.
