I find the effort valuable, but the cases described here mostly involve delegators and their delegates. In other words, a delegation is a contract between the delegator and the delegate, and overarching regulation of the whole set of delegations seems impractical and futile, especially since the chain of delegation is already completely transparent on the blockchain, and neither delegation nor voting requires an on-chain identity. The proposal's requirements for 'Delegation Chain Disclosure' and 'Complete Delegation Records' are therefore redundant.

Delegators should be diligent in tracking the votes of their delegates, and the community should provide the necessary tools for such tracking and monitoring, which I believe represents the real challenge here. This would in turn help larger stakeholders to intervene in cases of extreme violations that could affect the social and economic fabric of the network. The proposal is valuable as a signal from the community, but simply infeasible in practice.
