This sounds like a very good idea and exactly the sort of position we should have in the ecosystem. One addition I would make is that I think a position alone is not exactly sufficient we need a job board for the ecosystem and maybe even the equivalent of fiverr for a lot of small jobs we have.

Honestly I can't understand the problem. What's the open roles in the eco, w3f roles, project roles? Why w3f or projects can not solve a simple hiring problem by themselves, and why this proposal can solve?

the ecosystem’s limited job market, shown by the sparse openjobs board (https://opengovwatch.notion.site/OpenJobs-Board-1fafb5b66ded809eb26bc836e69ee750), suggests it might make more sense to prioritize support for existing unfunded builders over outreach to new talent (at least until there are more legit openings to actually place people). would also rather see a different approach than further centralizing decision making around parity and w3f if possible.

I think this is an experiment, supported by OGWatch and HR in Parity and W3F to improve how the ecosystem works. It's not clear at the present time how much this is needed, but I believe the intent is to prepare the ecosystem for a later time where there is much more activity.
