This is the type of work that should be done as it becomes necessary and tailored around the specific operations that the Polkadot DAO wants to perform in USA instead of a general approach that probably won't go anywhere.

I'm supportive of research work. I think the budget could have been slightly lower for an initial display of work, but a team dedicated to the legal matters in the USA would be a net positive. I support giving a chance to the team, then the community can evaluate the outcome at the end of the first 6 months. Aye.

Let me add a few points to consider on why it's important to vote AYE and support proposal 1676.

Research Part 1.
Right now, the U.S. is debating a crypto legislation package. The discussion is intense, mainly because most lawmakers don’t understand the blockchain world as we do. I believe it’s the duty of blockchain companies like Polkadot to help bring clarity.

We’ve already shown that vision with PBA Bali - a successful effort aimed at educating policymakers (though not in the U.S.). But education doesn’t stop there. There are many ways we can help lawmakers better understand how decentralized protocols work.

Yes, it's encouraging to see debating initiatives at the state level like in Wyoming, and Tenesse, or at the federal level with the GENIUS Act, or the CLARITY Act but that’s just the tip of the iceberg. Crypto and blockchain have more implications, and passing comprehensive legislation won’t be easy for the States and Federal Government.

Research Part 2.
The second focus of this proposal pertains to the legal characterization of treasury proposals. In summary, if the Polkadot ecosystem seeks to attract institutional engagement, it must offer legal certainty. Capital will not flow where legal ambiguity persists. Accordingly, this research aims to assess the extent to which treasury referenda could be framed as contracts, and to identify pathways for harmonizing DAO governance outputs with contract law principles.

So what can we do as Polkadot?
We can contribute with documentation, publish research, make it public, promote it, and help drive the narrative. This could include marketing, educational campaigns, and advocacy work. The first step is funding serious research that helps lawmakers craft smart, pro-innovation regulations.

Other ecosystems are already pushing for legislation adoption (Chainlink, Coinbase, even Ethereum.)

**Proposal 1676 is about making sure Polkadot joins that conversation and drives adoption in the U.S. - and by extension, the world.

Why is this research necessary?
Because laws around crypto, especially in the U.S. are evolving. Polkadot has a unique governance and treasury model (OpenGov), and we need clear legal guidance on how it fits into real-world systems. This research helps the community prevent problems and make informed decisions now, not later.

Isn’t this the job of the Caiman Foundation (PCF)?
The PCF has supported this initiative. What we’re proposing is tailored, deeper, and meant to complement their work - not replace it.

What happens after the research?
The research will provide a strong legal foundation. From there, together with the community, we could explore setting up legal entities, building legal tools (like dApps for governance or contracts).
