Pop CLI is currently the only tool for building a rollup or Rust smart contract on Polkadot. This is for example reflected in the official Polkadot documentation, which uses Pop CLI for rollup development.

On the smart contracts side, we’re seeing growing usage with all the recent developments around the Hub. Developers regularly engage in the ink! & Pop Telegram channel for support and the recent surveys of Polkadot Hub's hackathons show that many developers choose ink! over Solidity at the moment. Also major libraries like Papi, Dedot, ReactiveDot, and inkubator are all integrating inkv6, thanks to inkubator funding, and will be offered in the CLI frontends. This will make the Pop CLI the only tool needed to build full stack dapps on Polkadot.
In short, Pop CLI is being used across both hackathon/learning contexts and in production-grade projects, this proposal is about continuing that momentum and expanding its utility further.
