[INT] PDAO #9 - Extension of the Conflict of Interest Policy to Community Members

Dear members,

Our current voting policy v0.2 defines the conflict of interest (CoI) terms as applying to core members only. Please refer to the linked document for details. This internal referendum, in line with our internal discussion, proposes extending this policy to community members.

The rationale behind this proposal is that, at 10 core members and 2 community members, we still haven't reached the size where members have enough freedom to critique each other's proposals without being prone to positive bias. Therefore, the DV delegation should be recused from voting on community members' proposals as well.

As a note, our HQ account will remain eligible to vote on these proposals, as defined in the current policy.

We should revisit this policy once we reach the critical mass where internal evaluation is less prone to any kind of bias.

Right now this makes sense, and probably will still make sense in the future. The only problem I see arising from this is the fact that if other DV see us Voting Nay on Core members proposal, they will think that the reasons are others other than a clear COI rule, and this could further erode members reputation within the community.
