The Polkadot Community Foundation has proposed a plan to launch a "Polkadot" branded payment card for the Polkadot ecosystem. This non-custodial payment card will be issued globally and work anywhere Visa is accepted. It will be compatible with Apple Pay and Google Pay, and users will only pay a small transaction fee (under 1%). The card will be powered by smart contracts and allow users to hold and pay with USDC. The Polkadot Community Foundation has chosen Baanx as the card provider and issuer, and the card program will be managed by CL, a brand of Baanx. The card will be a debit card using the Visa network and will carry no other branding. There will be no cost to the Polkadot Treasury for the origination and setup of this card program. The card program aims to provide an alternative to traditional banking and increase the usability of the Polkadot ecosystem for payments and DeFi.

It seems to me that Autonomous projects should be a neutral executor/facilitator of Polkadot governance, rather than a proposer. Would like to understand more why Autonomous is proposing this, e.g. where the demand came from, and how the provider selection occured (RFP?). It mentions months of due diligence, but the DD report is not shared.

I don't think it makes much sense considering the card will spend USDC on EVM contracts. The only attractive point to me is the polkadot x visa logo on the card, but why this card can introduce new users? I'm not sure it will increase polkadot's adoption.

Once the proposal refers to the due diligence, for more clarity, it should be included in the proposal or as a part of the proposal, so even OpenGov participants can decide whether the results of DD are relevant or not. Therefore we abstain.

I don't feel strongly in either direction. I don't find payment cards an interesting technology, but I see the possibility of contribution toward mass adoption through infrastructure rails. I abstain.

You can print out Visa card with whatever image printed on it for a couple of bucks, some banks even do it for free so we can easily put on the Polkadot logo on them.
