Dear members of Permanence DAO,

This internal referendum proposes a mandate that voting members of Permanence DAO be prohibited from voting in any other Decentralized Voices-delegated DAO or group throughout Cohort IV. This mandate shall remain in effect for any subsequent cohort in which Permanence DAO is delegated by the Web3 Foundation.

Any member with sufficient evidence of another member cross-voting, as described above, may post an internal referendum for the demotion of the violating member from voting member to general membership, effectively removing their voting rights within Permanence DAO. A simple majority with 80% participation shall be required for the decision.

The rationale behind this proposal is twofold:

  1. Cross-voting across DV-delegated DAOs provides disproportionate voting power to individuals. Several proponent and non-proponent community members have recently raised concerns about the undesired consequences of this situation.

  2. Cross-voting and cross-influence prevent unique DAO policies and characteristics from emerging. This undermines the diversity and richness of contributions, philosophies, and cultures that are expected to emerge from DAOs in the Polkadot ecosystem.

The mandate described in this proposal was implicitly agreed upon by members present at the weekly DAO call on the 11th of April, 2025. This referendum now seeks explicit consensus on the matter and the inclusion of the mandate in the DAO’s formal documents.

This proposal by no means aims to stifle dialogue between DAOs or the cross-pollination of ideas. Permanence DAO supports inter-DAO communication and cultural exchange, and members are encouraged to take part in discussions across various dialogue channels of different DAOs.

Double, or in rare cases even triple, voting gives disproportionate amount of power to individuals and is overall unhealthy behaviour for OpenGov in my opinion. One thing to underline here in my opinion, so that's its crystal clear both to our members as well as to the Polkadot Community is that this is to prevent double voting with DV delegated funds and doesn't prevent any member to participate in voting in non-DV delegated DAOs, this obviously goes both ways we don't want to have a barrier of entry for new members if they belong to other DAOs and would like to explore our community as well.
