On top of that, your partnerships with universities and community organizations add significant value. However, Polkadot already has the PBA and the newly developed PBA-X. These programs provide developers with a highly structured and in-depth education platform, raising concerns about duplicating efforts. Your proposal doesn’t clearly explain how it would complement rather than compete with the PBA initiatives. Why not consider leveraging the PBA’s existing resources and expertise to enhance your educational program? I greatly applaud the inclusion of new Latin American actors within the aa ecosystem. However, I must mention that I personally did not know, until today's proposal, the Open Web Academy team, and I say this not only judging within Polkadot, but in the entire local Web3 ecosystem. However, that is not the main reason why I vote Nay. My negative vote is because I perceive that the proposal does not propose a continuity in the actions and a certain disconnection with what already exists within Polkadot, which generates that the proposal ends up being sterile or ineffective, since its application will not end up generating a continued effect within the ecosystem.

Not familiar with Latin America market, but I have concerns with PolkaBiz and EzioRed.

I believe the progression and levels should be defined with more community input first so they can be better standardized, especially with certifications.
