The need for this tool is unclear. It would be great to quantify the ROI for this tool to indivdual developers as well as make a case that this would attract developers to Polkadot. Another avenue to demonstrate traction would be to have an indication from existing enterprise Polkadot users that they see this tool as a key need for their developers.

Personally, I am not clear about the positive momentum that this tool may have. However, I am completely unfamiliar with the technical aspect so I am not sure where I stand on this and prefer to stay on abstain.

I don't find the first delivery too compelling for the ~$200K received, and I'm not sure if the need for the offered features such as Console Session Sharing, Console Snippet Sharing are justified. Also the current set of tools are giving errors, both Explorer and Chain State sections produce multiple Javascript errors on the console, and, for instance, getMetadata function in the RPC section doesn't even show the decoded metadata in JSON or some other readable format. I don't think the ask is justified. Nay.

Unclear value-add for the high ask, would prefer to see this team ask for payments based on completed milestones (4 proposed), rather than lumping it all into a single request.
