This proposal is about changing the target for coretime sales in the Kusama ecosystem. The main idea is to adjust the "ideal_bulk_proportion" parameter from 100% to 40%. This change will help coretime prices be more realistic and benefit the Kusama ecosystem. The main use of KSM is to pay for coretime, but the current prices are very low, which is not good for the system. By making this change, we can find the true value of coretime and keep the current inflation rate that supports validator operations. This is just a starting point, and the parameter can be adjusted in the future based on how the market responds and the needs of the ecosystem.
