Kusama has paid a lot to this app, but I don't think it bring enough benefits. If this app really have some kind of social value, I'd encourage the proposer to seek social fund investment.

Encointer has received considerable funds over a long period of time. I find the ideas and the application interesting, but I'm really not sure we are seeing real impact in return. I understand the value in empowering local communities with dedicated financial tools and even currencies, but either the efforts have been falling short in comparison to the funding received so far, or Encointer needs to better present the impact through interviews with the locals, videos, and other presentation material. Even though my sentiment is negative, I'm abstaining due to the unique field of activity, and the potential of the project. Should the proposal get rejected, I hope Encointer would revisit their strategy for the presentation of their work.

I recognize the effort that Encointer has made, given that they have been participants in the ecosystem for a very long time. Certainly, their efforts have been financed for quite some time by the Treasury, with significant funds allocated.
However, I believe that the impact they have had as a project has not been correctly reflected, or at least it is not entirely visible to us. This shortcoming means that I personally cannot support the proposal and would prefer to reject it so that it can be resubmitted in the future with a better presentation of results.

Interested to understand the future direction of this network, as well as how it may intersect with proof of personhood is implemented on polkadot.
