This looks like a good start at a tool that could deliver value soon. I'm wondering to what degree it can and cannot discern duplicates as part of this V1, and what is the magnitude of the problem today?

I like the fact the "core artifacts" are open source - but interested to have more clarity on what aspects of the system or developments are not going to be open source? Both for this proposal and follow-on efforts.

The initial version developed under a DF grant is still closed for public access. This unfortunately is not an instance of ecosystem-aligned development. Proposers of software development proposals should embody free software builder principles. And my impression is that a valid first version should be eligible for development for less than the asked amount.

Any help we can get doing the due diligence of OpenGov proposals is welcome, having said this, I dont see any big hurdle into making this a paid for product.
