I don't understand this proposal. Is it a bounty or a proposal? The call is intended to approve a bounty, which seems strange to me.
Furthermore, I think a lot of information is missing from the proposal. It would be ideal to see an MVP or a track record from the team that is doing this, a team that we don't even know who they are.
