The Spammening was a special event involving Amforc and Parity Technologies to test how well the Polkadot network can handle many transactions.
This event included different phases and a big public test that showed strong performance of the Polkadot ecosystem.
Before the main test, Amforc did other smaller tests on the Polkadot and Kusama networks.

While the work done during The Spammening definitely deserves compensation, the proposal itself is quite low effort and opaque to ask for this kind of payment. Some details I'd like to see would be:

How many people are getting compensated?
Why not split the cost between Kusama and Polkadot treasuries to share the burden?
How was this number reached for compensation other than merely pointing to another payment made to an ecosystem agent for a completely different kind of work?
