Three accounts lost funds due to a bug in the runtime.
The bug caused assets to be lost instead of being trapped.
The bug has since been fixed.
Funds lost due to this bug should be reimbursed.
Assets that were trapped can be reclaimed, so they are not part of this proposal.
A similar proposal was made for Kusama.
The lost funds were from three specific extrinsics.
