There is a lack of clear documentary evidence defining whether the event presented was exclusively sponsored by Polkadot or whether it was structured as a collaboration with multiple protocols.

This doubt is based on the track record of the organising team, which has demonstrated that it runs events in co-organisation with other relevant blockchains (such as Avalanche, Chainlink, Arbitrum, among others). It is imperative to clarify the nature of Polkadot's sponsorship and its position within the co-financing and brand positioning structure.

  1. Lack of Proven Effectiveness and Return on Investment (ROI)

Despite claims about Polkadot's participation in past activities carried out by this team, to date, no evidence has been presented to demonstrate the tangible effectiveness of these events.

Effectiveness must be quantifiable and translate into concrete results for the Polkadot ecosystem, such as:

The materialisation of new agreements and partnerships.

The development and adoption of specific use cases.

Verifiable growth metrics.

I agree with the other members that it would be better if the team proposed a budget in advance. It's a minor ask, but their previous proposal show that this method is not being approved by the community.

I just want to clarify a few things regarding Ezio's biased comments.

I have always used my knowledge of other networks to generate a positive impact on the Polkadot ecosystem. Examples of this were the activities carried out in Peru (Arequipa Blockchain Week: https://x.com/space4build/status/1897012876449308858?s=48&t=xZwu9y0l8ACyMwWB7pH3Rg ) and Colombia (Medellin Blockchain Week: https://x.com/space4build/status/1919136568050115064?s=48&t=xZwu9y0l8ACyMwWB7pH3Rg), where the focus was on using the technology available within the Polkadot ecosystem for recording and interacting with activities, as a way to encourage further exploration of our ecosystem.

Furthermore, your comments about transparency are nothing new (they seem to be a personal issue). You made the same comment in 2024, and despite receiving a response from someone in the network you inquired about, you chose to maintain your negative stance toward our activities. Two questions I have regarding this proposal.

In the midst of the events that have been held I have been able to appreciate that in these events also participate projects such as Hive, Chainlink, among others. How can we ensure from the Polkadot ecosystem that a "double payment" is not being made where they have also paid these protocols?

Among the shared information, there is no support for the costs incurred. Is the payment of the 1000 DOTs only as a fee for organizers?

I will be voting NAY while I wait for the response, given the short time frame with these types of proposals.

Hello, Ezio. I can talk for Hive. As a Hive Builder in Peru, I have been in charge of managing and reviewing the proposals. Regarding your question, the Hive protocol was invited to Arequipa without any sponsorship costs, only per diems to cover the team’s transportation, food, and lodging (Juana Russo and I, Audiarmis García). It was an intense session due to the number of attendees, and our intervention was theoretical. I appreciate the invitation because we were able to observe a student community eager for information. On a technical level, both Simón and Angélica showcased all their knowledge. Despite having finished our interventions, Juana and I collaborated to help the team carry out their event in the best possible way."

My retroactive contributions to the ecosystem, both in terms of products and activities, have been consistent and have not been halted by funding rejections (unfortunately, I can't say the same for you).

Corporate processes with organizations as large as those involved are not simply verbal agreements; they are processes that must be carried out correctly. However, before reaching that point, it is necessary to take actions like the ones we have been implementing so that they can be finalized.

As an individual, I have no employment relationship with Polkadot, nor am I formally authorized to act on behalf of W3F. What is happening is a process to achieve this. This is not an isolated action; it is all part of a series of efforts that began in June when we were invited to the conference organized by the Venezuelan Banking Association. At that time, the interested companies contacted us.
