Recently Ref#511 increased the validator set size to 700 and it was expected to increase the usable cores to 140, this ref does this.

I don't see any harm coming from this, especially on Kusama. It'll function better with the implementation of the RFC for the improvement of coretime market, but it can still lead to a good experiment in the mean time. I might revisit my decision in light of new information, but currently I'm supportive.
