Some people want their money back for early proposals on Kusama.
They paid 100 KSM to submit ideas, but now it only costs 0.0333 KSM.
Their ideas were not approved, so they lost their money.
The money is stuck and can't be returned normally.
This happened because the rules were new and being tested.
The only way to give the money back is through the community treasury.
This helps make things fair for those who tried early.
