From what I understand, the referendum proposes a SCALE encoding library generator CLI for other Solidity contracts to be able to generate inputs for Polkadot SDK-based blockchain runtimes. This generator basically proposes a chain metadata, and generates a typed interface in Solidity, so that Solidity developers can use these libraries to ensure they are calling the pallet functionality with correctly encoded inputs. This is an area that should be explored, as highlighted in Donald's comment. But I find the overall ask of $42K a bit too high for this effort. I would be welcoming this proposal at ≤$25K range. Aye to the tool, Nay to the price.

I am not entirely clear on the scope of the proposal, although reading the comments, I can see that it is positive for the ecosystem. Given this uncertainty, I will abstain from voting.

While I agree that the final ask of $42k is a bit steep, $100 hourly rate is pretty on track for the ecosystem. Whether this is truly a 420 hour work is up for debate but we have to take it at face value I guess. My initial vote is Abstain but I'll follow the replies and comments of the proposer and cast a second vote.
