Following the poll of in this previous discussion, I propose we increase the submission deposit for all referenda to 3.333..KSM as a way to mitigate spam on governance tracks. Additionally I propose the addition of an extrinsic that collects the locked submission deposits transferring them to a designated account like the the treasury or the upcoming black hole.

3.333..KSM is too much considering submission deposit can't be refunded.
This could be a good step in the right direction to stop spam.
We need to stop SPAM, but, 3.333 KSM is a high amount.
I agree with Daniel that the submission deposit should be higher. But it should probably be slightly lower than the Polkadot counterpart, 42 DOT. Maybe 1.5-2.0 KSM range is a good measure.
I don't personally find it that difficult to vote nay on a few spam proposals here and there, but if the spam issue gets more and more annoying than perhaps it makes sense to reconsider. 3.333 KSM is a bit high just to submit a ref.
We like the idea, but probably it's too much to just avoid spam.

I agree that it's a bit high, I think 1.23456789 KSM would be better if we're going for meme numbers.
I believe it's probably too much at the current time.
