This seems like a very good effort to fund that puts Polkadot technology (e.g. truly decentralized network) in place to power an important service to citizens of the EU. It can provide both thought leadership, as well as inroads to power more public goods infrastructure with a halo effect.

As a general principle, I expect the proposing entity to have a track record of delivery on smaller budget, regardless of other entities involved under the umbrella. I will be applying the same principle here. It's an interesting vertical, and I will be definitely supportive of a small ask for a PoC. Plus, the request for the second milestone should be submitted after the successful delivery of the first milestone, rather than scheduled. I'm switching to abstain from my initial nay, hoping that the team will keep pursuing the idea.

I think this is one of the more interesting projects I've seen in Polkadot, addresses a niche that is going to explored in-depth in the next 5-10 years as EU and most of the western world, maybe not US lol, move to ban older cars and everyone moves to hybrid or electric smart cars.
