However, we reject this proposal for several reasons: (1) User Base: Relying on a lottery attracts users seeking quick profits rather than long-term contributors essential for Polkadot’s sustainable growth. (2)Sustainability: Allocating 10,000–100,000 DOT to jackpots depends heavily on treasury funds without a clear revenue model. Once the jackpot is exhausted, it would continually drain the treasury. (3) Regulatory Issues: Blockchain-based lotteries face complex licensing and jurisdictional challenges, risking legal complications in many regions. (4)Transparency and Fairness: Ensuring users understand the risks and odds is crucial. This proposal lacks clarity on maintaining transparency and fairness, which could erode trust. Verdict: Despite the lucrative lottery market, the proposal carries significant risks and doesn't align with Polkadot’s vision. Also, we almost always oppose treasury proposals asking for DOT.

I think it's an interesting use case. The team seems to already have functional open-source smart contracts too. I would suggest experimenting with a smaller amount, with a completely automated system that doesn't rely on multisigs and manual intervention. I do not agree with the idea that the prize should be high to attract attention. Smaller amounts could work. So, it's a nay from me now, but I suggest the team to carry on with the work, and restructure the proposal according to feedback from the community.
