Not sure if the value is worth the budget. Nay for now, we might reconsider our vote later on.

I think we should wait for the impact of the other outreach projects that have been recently voted before funding even more outreach projects in the region.

Supportive of the OneBlock team, but I'd like to see two things: a) impact metrics from prior proposals that illustrate ROI of efforts (e.g. traction of projects or engineers that have launched out of prior proposals and hackathons), and b) forward looking impact and outcomes (e.g. beyond just # of activites or courses) that is being aimed for.

Also intererested to know how this funding intersects with Papermoon's DF funded activities - are the activities for this proposal separated by person/resource or separated by tasks?

We believe it is essential to support OneBlock and Papermoon due to the significant efforts they have made, and continue to make, within the ecosystem. However, we also share some of the concerns expressed by the other members who voted 'Nay'.

I recognize the work that OneBlock has been doing within the ecosystem, but I think the ROI stated in the proposal is not very attractive for Polkadot. I am abstaining due to the fact that I am not very clear on what position to take.

I think it's a good fit for the marketing bounty, but also with the developer-focus I can see how it can fall out of the bounty's scope. I value positive feedback from Bifrost and SubQuery, but overall it seems that the community overall is not satisfied with the budget size and the RoI proposition. I abstain.

Hope oneblock and papermoon can bring more developers though I share concerns with others.

Haven't been able to do dd on this. Think it could be a great thing to finance though.

Outreach in Asia is paramount. I will like to see solid evidence and the quality of their material.

Hi W1ZSPR3 (1ZSPR3zNg5Po3obkhXTPR95DepNBzBZ3CyomHXGHK9Uvx6w)

Thanks for your thoughtful questions and for supporting the initiative.

Just to clarify on the PaperMoon side: our contributions under this proposal are entirely separate from the DF-funded “Decentralized Future” program.
The two efforts focus on different deliverables, with distinct scopes, timelines, and team allocations.
The DF program is a long-term, independently proposed initiative with its own goals and reporting structure.

In this case, our role is limited to tech content and curriculum support under OneBlock+’s direction.
We’re not involved in designing the overall proposal or managing the budget — and we're not the proposal owner.

Hope this helps clarify the separation. Happy to provide more detail on our scope of work if that’s helpful!

Dear Permanence DAO!
Thanks for your thoughtful questions and for supporting the initiative.I would like to respond to the questions you raised and hope to help you further understand our proposal.

1. Validation of OneBlock+'s Ecosystem Impact
Our developer conversion capabilities are demonstrated through quantifiable results:

  • Talent Pipeline: Course graduates have joined over 20 leading Polkadot projects, including Bifrost (40% of core members are OneBlock+ alumni), Phala, Astar, and more.
  • Success Story: A standout example is Tianyi, one of the few JAM developers from China and an early student of our community, now focusing development for JAM (see his work: [spacejamapp GitHub].
  • Community Scale: We operate China’s largest Rust developer community (30,000+), consistently funneling high-quality developers to Polkadot via annual Rust conferences.

2. 2025 Strategic Goals & Execution Plan
Developed through in-depth discussions with developers, DVs, and core contributors, our three-pronged strategy:

Focus 1: Scalable Developer Growth (Metrics-Driven)

Target: 800 new developers annually (+41% YoY)
Key Results:
✅ 30% course graduates continue ecosystem contributions (project submissions/follow-on programs)
✅ Optimized curriculum with PaperMoon to boost learning outcomes

Focus 2: Ecosystem Network Strengthening (Deep Partnerships)
Core Initiatives:
🔹 Polkadot courses at top universities (Peking, Fudan, Zhejiang, etc.)
🔹 Showcase Polkadot’s tech at Rust China Conf 2025 to attract Rust/Web2 developers
🔹 Build a tech KOL network to amplify Polkadot’s technical influence

Focus 3: Practice-Led Activation (Low-Barrier, High-Engagement)
Innovative Formats:
✨ 4 online Mini Build Sprints (lightweight PolkaVM deployments)
✨ 2 offline Hacker Houses (incubating 8-10 real use cases)
Success Metrics: On-chain deployment completion rate & contract activity

3.Budget Structure Clarification
This funding is entirely separate from PaperMoon’s DF grants. Allocation breakdown:
Operations: $222,000 (Covers the baseline costs for OneBlock+'s full-time 6-person team to execute 2025 programs)
Course Collaboration: $95,900 (priced per PaperMoon’s standard services, vetted by OneBlock+)
Activities & Incentives: $58,400 (hackathon prizes/event execution/developer rewards)
