An absolute bag of fluff and nonsense for a simple lottery platform. Gets scammier and scammier through the end of the proposal. I suggest them to just develop a simple lottery platform (it is what it is, a simple bloody lottery platform, despite all the nonsense that fills up the proposal) and deploy it somewhere in the ecosystem. There should already a lottery pallet implemented by someone, probably Shawn Tabrizi. Probably the most resounding nays from me in a while.
