Goal: To delay the availability of funds affected by a recent attack on the Parallel Fi parachain.
Context: An account took control of Parallel Fi governance, upgraded the parachain, and transferred out DOT and USDT.
Action: A proposal to rebond (restake) DOT in specific addresses to buy time for the Parallel team to regain control.
Addresses: Five addresses holding Parallel Fi funds will be rebonded.
