Treasury needs stablecoins.

I'm not loving the idea of further diluting the market with DOTs, but we need stables in the Treasury.

Not sure the impact and maybe there should be a cap about yearly stable spends.

Agree with the sell pressure from the DCAs, but the treasury needs stables. The strategy should be reviewed once the new OpenGov parameters are implemented into the runtime.

DCA for stables makes things smoother for treasury spending by spreading out the sell impact.

Polkadot treasury need stables, so we support this proposal.
