I really don't understand why proposals such as this one get forwarded to OpenGov by the Marketing Bounty. If it failed to receive funding from the bounty, then it simply shouldn't be funded. If the proposer things that the bounty has been unfair, then they should make their complaint public with a detailed reasoning. Nay.

I personally don't believe Polkadot needs multilanguage marketing/social media presence at this stage and even though the idea of everyone speaking English as a lingua franca carries a lot of implications, I think having language/ethnic specific social media and marketing teams is both against the mythos of blockchain/web3 communities on a fundamental level but also not worth the effort on a practical level.

Just translating past tweets is just not good enough for the amount of $ we are paying. The focus should be given to Creating a funnel on which we can feed the PBA, PBA-X, bringing new leaders to other countries, Spinning up meetups. They missed their opportunity to make it, they do not get a second chance, their stats have also been baked and are not showing the true numbers. their content is also targeted to people already in the ecosystem, showing how bad they did miss their true target. They do need a Leader with a clear vision of how to handle LATAM.

Personally I'm not against proposers come to OpenGov after rejection by a bounty. But I'm not sure the impact of this marketing proposal, and I prefer the treasury to reduce the spends on marketing.
