WAGOI is a project that helps car owners control their car data and make money from it. It works with the EU Data Act and is built on Polkadot. Here are some important points about WAGOI:

该提案战略价值虽高，但核心假设（车企配合度、用户参与度、技术成熟度）过于乐观，且未设置实质性风控机制。在欧盟数据法案细则未明、车企态度未定时，投入$660K高风险资金可能成为生态负担。建议暂缓拨款，待法案生效后基于实际合规环境重新评估。

感觉还是老问题，就是国库又充当了”投资人“角色，但是没有任何回报。这个团队在提案中明确说不发币，也没有提及任何未来可能的商业模式，但这又不是一个公益型的项目，Polkadot 国库出钱，项目的归属又不是 Polkadot DAO，整体来看，感觉在项目的架构设计上有一些混乱。建议把这些问题都理清，再来申请国库！

另外，我们目前得到的最新的回复是，如果他们的B2B这段可以盈利，他们愿意将部分收入返还到国库。但是他们不会将这个信息添加到提案中，而是体现在评论区，认为评论区也是一种承诺。不想改变提案的内容是因为基于他自己的原则，认为一旦提案上链就不能变动了，会认为社区影响不好。目前我们还在内部进行第四次的讨论，但截至评论，我们依然保持 NAY！
