• Fixes rates for USDT and USDC so they can be used correctly.
• These assets were not set up right after a system change.
• The rates help decide how much can be spent in governance votes.
• Old rates are removed and new ones are added with the same values.
• Rates are stored as big numbers with 18 decimal places.
• The value used is 1,000,000,000,000,000,000,000, which equals 10 USDT or USDC per DOT.
